UK MRV Brief

The EU Regulation on Monitoring, Reporting and Verification  (MRV) of Carbon Dioxide (CO2) Emissions from Maritime Transport has been transposed into UK law by SI 2018/1388, referred to as the UK MRV Regulations 2018. Furthermore, the UK has issued MIN 669 on Reporting Emissions Data into the UK MRV Regime providing guidance on reporting requirements, and MGN 662 providing templates for the UK MRV regime.

The Department for Transport (DfT) has taken a decision to delay the requirement for ship operators to report emissions until the digital reporting system is fully operational (expected in 2025) but the legal requirement for ship operators to monitor vessel emissions remains in place:

By 1 January 2022 - 31 December 2022 and each following year: 

  • Collect the data required under UK MRV regime following the procedures established in the verified UK MRV Monitoring Plan.

By 15 February 2023 and each following year: 

  • Submit the emissions report for the preceding year to the accredited verifier for verification.

By 30 April 2023 and each following year:

  • Retain a verified emissions report covering the preceding reporting period.
  • The UK is developing a database that can receive MRV data, which is expected to be in place in 2025 and has taken a decision to delay the requirement for ship operators to report emissions until the digital solution is fully operational.

By 30 June 2023 and each following year:

  • Ensure that the UK Document of Compliance (DoC) is available on board (in addition to the EU MRV DoC), confirming that a validated emissions report for the UK MRV voyages was submitted for the previous reporting period.

 

Since ABS is already accredited by a European National Accreditation Body, the UK DfT has confirmed that ABS will be accepted as a verifier under the UK MRV regime until 31 December 2023. ABS, along with other UK verifiers, is in progress of being accredited as a UK MRV verifier by the UK Accreditation Service (UKAS), which will be required from 2024 onwards.
